ABOUT THE HEALTH SCIENCES AUTHORITY

The Health Sciences Authority (HSA) is a statutory board of the Singapore Ministry of Health. Its vision is to be the leading innovative authority protecting and advancing national health and safety. As a multidisciplinary authority, HSA applies scientific, medical and pharmaceutical expertise through its three professional groups: the Health Products Regulation Group (HPRG), the Blood Services Group (BSG) and the Applied Sciences Group (ASG).

The HPRG ensures that drugs, innovative therapeutics, medical devices and health-related products are wisely regulated and meet appropriate safety, quality and efficacy standards. The BSG is the national blood service of Singapore and is responsible for providing the nation with a safe and adequate blood supply. The ASG is the national expertise in forensic medicine and science, analytical testing and chemical metrology. It supports enforcement, regulatory and other government agencies in the administration of justice and safeguarding of public health and safety.

Under the ASG, the Chemical Metrology Division (CMD) and its Chemical Metrology Laboratory (CML) were established in August 2008, following the designation of HSA by the National Metrology Centre (NMC) as a Designated Institute for chemical metrology in the areas of food, healthcare, medical science, pharmaceutical & health products and forensics. CML focuses on developing measurement capabilities in the designated areas and providing relevant metrological services to local testing laboratories. These services include the production of certified reference materials (CRMs), organisation of accuracy-based proficiency testing (PT) and external quality assessment (EQA) programmes, assignment of reference value to reference materials, and provision of training and consultancy.
